Position Summary

211 Big Bend is seeking a Chief Operating Officer (COO) to serve as a key member of the agency’s senior leadership team. The COO is responsible for overseeing agency operations, contract and grant management, administrative functions, and internal systems to ensure organizational effectiveness, accountability, and compliance.

The COO works closely with the CEO and Leadership Team and coordinates quality assurance activities with the Director of Hotline Programs, who has direct supervision of the hotline components. This position directly supervises the Help Me Grow Program Manager and Special Programs Manager.

During times of community emergencies, this role may require availability for extended shifts to support continuity of operations.

Key Responsibilities

Contract and Grant Administration & Financial Management

  • Oversee and manage agency contracts, grants, and formal agreements with government agencies and partner organizations
  • Serve as the primary agency contact for external contract managers
  • Coordinate with directors and supervisors to ensure all contractual requirements are implemented
  • Assist with budget planning, contract negotiations, monitoring, and amendments
  • Ensure timely preparation, review, and submission of all required contract and grant reports
  • Review contracts and related documents for compliance with agency policies, rules, and applicable statutes
  • Monitor contract and grant budgets, dashboards, and financial reports in coordination with accounting staff
  • Assist with grant writing, funding proposals, and contract-related documentation

Operations and Administration

  • Support the CEO agency administration and daily operations
  • Provide oversight related to staff orientation, training, professional development, facilities, and vendor agreements
  • Assist with human resources audits, personnel policies, and compliance with legal and risk management requirements
  • Support staff retention, progression, and succession planning
  • Assist with procurement, facility, and supply management as needed

Performance, Compliance, and Quality Assurance

  • Coordinate Inform USA and AAS accreditation and certification processes
  • Review contract performance standards and ensure systems are in place to meet service expectations
  • Assist with the development of annual agency goals, objectives, and outcome models
  • Review monthly, quarterly, and annual performance reports
  • Ensure accuracy of information and materials shared with the community

Program Oversight

  • Oversee specialized community navigation and child developmental programs
  • Supervise and evaluate assigned program staff
  • Provide operational leadership and support to ensure contract compliance and program performance

Outreach and Partnerships

  • Assist the CEO with agency outreach and business development efforts
  • Identify and support community partnerships aligned with the agency mission
  • Build and maintain collaborative relationships with community partners
  • Assist with development of protocols, training, and reporting for new contracts

Additional Duties

  • Provide training and presentations to partner agencies as requested
  • Attend required training and in-service meetings

 

Requirements

Minimum Qualifications

  • Bachelor’s degree required
  • Minimum of three years of supervisory and management experience
  • Knowledge of contract administration and State of Florida contract management
  • Knowledge of nonprofit financial management, including 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and applicable State of Florida contract requirements, including Chapter 287 & 215, Florida Statutes
  • Strong organizational, communication, and administrative skills
  • Ability to communicate effectively, verbally and nonverbally, with staff, volunteers, and the public

Full Description:

  • Prepare, manage, and implement the agency’s comprehensive fundraising, marketing, and public relations plans in collaboration with the board of directors, staff, alumni, and community volunteers.
  • Develop and maintain a compelling case for support; create and update fundraising collateral materials.
  • Plan, coordinate, and oversee an integrated annual giving program, including signature events (e.g., A Night of Hope), direct mail appeals, online fundraising campaigns, and the Friends of 2-1-1 initiative.
  • Cultivate, steward, and expand strategic partnerships with local universities, hospitals, and other key institutions to strengthen 211 Big Bend’s role as a vital community resource.
  • Proactively build relationships across Franklin, Gadsden, Jefferson, Liberty, Madison, Taylor, and Wakulla counties to increase regional awareness, partnership opportunities, and community support.
  • Provide staff support with the board’s Fundraising and Advocacy Committee, and other event-related or fundraising committees; attend board meetings as needed.
  • Assist with the development and oversight of fundraising and marketing budgets.
  • Recruit, train, and manage volunteers and interns to support fundraising, marketing, and public relations activities.
  • Maintain and grow relationships with current agency partners while actively seeking new partnership opportunities.
  • Provide administrative and operational support to the business office as needed.
  • Adhere to the Code of Ethics for fundraising professionals and champion the Donor Bill of Rights (Association of Fundraising Professionals – AFP).


Requirements:

  • Fundraising Expertise: Experience developing and executing comprehensive fundraising strategies (annual giving, events, mail/email campaigns, donor cultivation).
  • Marketing & PR Knowledge: Skilled in strategic marketing, brand positioning, public relations, and digital communications.
  • Event Planning: Ability to plan and manage signature fundraising events (like “A Night of Hope”).
  • Partnership Development: Proven track record in cultivating institutional partnerships (e.g., with universities, hospitals).
  • Outreach: Experience working in community engagement,
  • Budgeting: Ability to create, manage, and monitor fundraising and marketing budgets.
  • Communications Tools: Proficient in using CRM systems, email marketing tools, social media platforms, Canva/Adobe, Microsoft Office, etc.
  • Board Collaboration: Comfortable working with nonprofit boards and committees on fundraising and strategy.
  • Fundraising Ethics: Familiarity with AFP’s Code of Ethics and Donor Bill of Rights.

Resource Specialist Intern

Position Type: Intern/Work Study

Hours: At least 15 hours per week.


General

2-1-1 Big Bend operates Helpline 2-1-1, the Florida HIV/AIDS Hotline, and the Family Health Line. In addition, the agency answers calls for the 9-8-8 Suicide and Crisis Lifeline, Florida Veterans Support Line (MyFLVet) and other organizations that contract with 2-1-1 Big Bend for services. Help Me Grow (HMG) is an agency program that is designed to identify children eight and younger at-risk for developmental or behavioral challenges and connect them with community-based programs for health and developmental services. Volunteer and paid hotline counselors provide callers with free, confidential counseling, crisis intervention, information and referrals.
The Resource Specialist serves to aid the 2-1-1 Big Bend Information and Referral Department in accomplishing agency goals relating to agency administration and I&R process.


Required Qualifications

  • Ability to work at least 15 hours per week

  • Current college student working toward degree in Social Work, Public Health, Human Services, Communications, Information Technology, Computer Science, or a related field or successful completion of one of the agency’s hotline training programs required.
